WHAT WE DO

The Federal Election Commission estimates that during the 2020 election cycle, nearly $27 billion was spent on the presidential and congressional elections by candidates, party committees, Political Actions Committees, and Independent Expenditure Committees. This represents a huge increase over 2016 spending. Spending in the 2022 mid-term election also set new records. It’s not a reach to speculate that political spending in the 2024 cycle will take another big jump.

And, one of the most salient lessons from the 2022 mid-terms is that campaigns and the political landscape on which they take place is undergoing a fundamental shift. The metrics that could once be applied to mid-term election cycles are no longer reliable. The same is true for Presidential election cycles.

How does a political philanthropist navigate the opportunities and pitfalls presented by a changing political environment? With billions of dollars flooding the political playing field, how does a political philanthropist deploy their resources to the greatest effect?

Jennifer spent 32 years as a non-partisan political analyst for the highly regarded Cook Political Report, where she was Senior Editor responsible for U.S. Senate and Governors races. She now consults on political philanthropy, political strategy and message, elections, and national political trends.

In 1988, Jennifer joined The Cook Political Report as its first Assistant Editor. While continuing to work as the Report's contributing editor, she also was a senior account executive with Hill and Knowlton Public Affairs Worldwide and an associate with the lobbying firm of Cassidy & Associates

In 1995, Jennifer rejoined Cook & Company full-time. She served as an off-air analyst for NBC News on Election Nights from 1996 through 2018. Jennifer has been quoted in numerous publications and has appeared on all major television networks. In June of 2011, BusinessInsider.com named her one of the 13 savviest political analysts in the country. She has been a frequent public speaker on elections and national political trends.

A native of Rhode Island, Jennifer received a Bachelor of Arts degree in American Government from Georgetown University in 1985. In May of 2012, Rhode Island College awarded her an honorary Doctorate in Social Science.

Jon Duffy

Jon has over 30 year’s experience in public affairs and communications, serving as President of Duffy & Shanley for the past 20 of years. Under his leadership, Duffy & Shanley became one of the largest Public Relations/Public Affairs firms in New England working for clients such as AT&T, Ørsted, Dunkin’, BJ’s Wholesale Club, MassGenBrigham and the state of Rhode Island. He has also managed and won 12 Rhode Island referendum campaigns and oversaw the Super PAC that accomplished reform of the pension system in Rhode Island in 2012.

In 2014, Jon served as co-chair of Governor Gina Raimondo’s transition team. He served as Chair of the National Governor’s Association Summer Meeting in 2017. In 2020, he served as a Senior Advisor to the Bloomberg Presidential campaign.

Jon received a Bachelor of Science in Business Administration from Georgetown University in 1987. He currently serves as Admiral of the Rhode Island Commodores.

Strong research is at the foundation of a solid strategy.

Before Political Philanthropy Advisors develops a strategy for a client, we ask a lot of questions. PPA wants to know what motivates our clients to be political philanthropists. We want to know what kind of donor a client is: Ideological? Issue or policy driven? Economic/Business oriented or purely Aspirational? We do a deep dive into past political involvement. We take an inventory of existing relationships in the political arena. We even want to know what a client’s hobbies are. As important, we strive to do this while respecting our clients’ valuable time.

We serve as ongoing strategic advisors to ensure that the goals are being met. This includes assessing national and local political developments and forcing events for their impact on the overall strategic plan, and addressing any crises that might arise.

ORGANIZATIONAL DUE DILIGENCE

Every campaign cycle gives rise to hundreds of new political organizations, especially those that fall in the sometimes murky category of Super PAC. Who is really behind these organizations? What are their true objectives? Is there political expertise and a strategic plan behind an organization? The answers to these questions are often very difficult to determine. PPA assists our clients in answering these questions and whether these organizations truly serve a client’s objectives.

Facilitate partnerships with organizations or other political philanthropists in the interest of achieving a client’s objectives.

While PPA is not a fundraising entity, we can assist our clients in meeting certain fundraising obligations such as bundling or meeting the target for a client-hosted fundraiser.

A strategic plan is only as effective as its implementation. PPA assists our clients in the implementation of their strategic plan, including identifying specific races, candidates, referenda and/or causes, resource allocation, tactical support and partnership development.

CANDIDATE VETTING

Over 30 years, PPA has vetted more than 1,000 candidates for federal and state office. We become well versed in ways to determine the quality of candidates, their dedication to their campaigns, their commitment to their positions on issues, and whether they know what is takes to win.

COMPLIANCE

Federal and state political contributions and compliance laws have become increasingly disparate and complicated. Our relationships with some of the best election and political compliance lawyers in the country are deployed to ensure our clients’ political philanthropy activities comply with the letter and spirit of campaign laws.

GATEKEEPING

Demands on political philanthropists are increasingly time consuming. An endless parade of fundraisers, candidates, elected officials, party committee staff all vie for the time of donors. We help our clients ease the burden of this barrage of demands by acting as a gatekeeper to ensure that these interactions are productive and in line with a client’s goals.
